Tags serve as an alternate way to classify or categorize the content of your site. While pages can be structured hierarchically, there often are a number of equally plausible ways to classify and structure the content of your site, for instance by subject, date, author, etc. The directoy names and how pages are grouped could have been done in other ways with good reason.

Tags provide flexibility in allowing you to go beyond the traditional hierarchical classification and classify your content in other ways. For example, the same item can belong to two different groups. You can also introduce other dimensions not used in your table of contents, such as platform-specific tags or audience-specific tags.
